Currently the Red por la Rendición de Cuentas (Red) is a broad coalition of 81 members from academic institutions (such as CIDE and a number of universities), CSOs (such as Artículo 19 and Fundar), public bodies (such as INAI), and professional bodies (such as the Colegio de Contadores). Its membership includes multiple institutions based outside Mexico City, giving the Red a high level of national representation.

The Hewlett Foundation began supporting the Red from its outset through a grant to CIDE in 2010. The support was meant to foster transparency and accountability efforts through research and knowledge generation with a clear strategy to reach decision-makers, prevent setbacks, and help bring about a change in the political culture of the country. Other important Hewlett grantees, such as México Evalúa, IMCO, FUNDAR, and Artículo 19, also had a prominent role in the Red’s agenda.

Prior to the Red, there were limited discussions about accountability and combating corruption as a priority in the public agenda, except in the case of Transparencia Mexicana, a Hewlett funded CSO that was already working on the anti-corruption agenda from the early 2000s.

To support knowledge exchange, the Red set out to generate a network of researchers at the national level to expand knowledge on the issue and to document gains and setbacks in practices and institutions. Although not explicitly planned, the Red emerged naturally from Hewlett’s support of collaboration and engagement of many of its grantee organizations that joined the network being fostered by CIDE.
