What is the biggest problem with informal electronic document exchange right now?
• eDelivery to the citizens is well regulated in EU to ensure sender and receiver authentication, approval, and signing, keeping the authenticity of the document, keeping the document content privacy and ensuring the formal delivery of the document to the receiver.
• The services like that must be trustworthy by all parties in the process.
• If we want the procedure of delivery to remain formal and recognized by EU as well as national institutions we have to provide all necessary measures to ensure legally compliant eDelivery.
• The biggest share of formal documents is delivered to citizens by mail which is unreliable, unsafe — full of spyware, has a big problem with authentication of the sender and receiver and is not providing all the tracking functions you need.
• The biggest problem is how to open safe digital channels of e-delivery, how to formally authenticate citizen and get consent (and give them the opportunity to manage their data, e-documents, and accounts).
What problems are you encountering?
• E-mail, government and private eDelivery services for citizens on the market are not simple to use, not trustworthy or managed by closed hubs with a lot of conditions and not understand by the community.
• ZZI is providing a trustworthy B2B eDelivery and eArchiving services so we are EU regulation-compliant and have a lot of experience in this field.
• We have the tools for business users, however, individuals as users are a bit different. User value, trust, and experience for citizens have to be established. And we want to invest in that.
What problems do you think the 4thTech platform can save in document distribution?
The new business models and the BlockChain technologies provide a new opportunity to attract people to use and trust eDelivery services and make their life simpler. We could also solve the problem of the business ecosystem to formally interact with their customers, employees, users in a simple digital manner.
How big of an impact do you think the 4thTech could have in this industry?
• The impact on the EU eDelivery market could be huge. Simple, trustworthy and easy to use solutions for the ordinary person should strongly increase the number of people who already use the digital formal documents in everyday life. We first have to digitalize and empower the users and enable them to digitally connect to the public sector, employers, banks, courts, notaries, traders and others.
• We are opening a new market with many challenges but also big potential.
Industry digitalization can also reduce the usage of paper — what do you think about that?
• Paper is great, people feel it, understand it, and recognize the formality and importance of the content. But paper and classic post are slow, not mobile, not user-friendly informal procedures, expensive and bad for the environment.
• We have to enable people to get used to digital but with all the benefits of the paper.
• So yes, we will reduce the amount of paper. At the same time, we want to ensure higher standards of security, safekeeping, privacy and automation in the process.
How is the development of this function going?
We have great partners on the project — companies and experts who know the market and the business case and at the same time have the expertise. With the desire to help the society and at the same time give the added value to the business community we are preparing a BlockChain solution and ecosystem for eDelivery with integration to classic eDelivery services that are in use in public administration and businesses.
