I have a hard time understanding what is wrong with mining companies who have operations on public land, having to put up escrow to cover cleanup after their mining operation is done. It is a type of insurance, so the American taxpayer won’t have to foot the whole bill for cleanup. The states of Pennsylvania and Kentucky have a long history of having to cover the cleanup of the environmental destruction left by bankrupt mining companies.
