H.R.1155 — SCRUB Act of 2016

The Gist

Also known as the Searching for and Cutting Regulations that are Unnecessarily Burdensome Act of 2016, this bill creates the Retrospective Regulatory Review Commission to conduct a review of the Code of Federal Regulations in order to find any rules, regulations, or programs that could be significantly lowered in size and cost without reducing effectiveness. Some criteria for finding these rules or regulations include whether or not the purpose of the rules has been fulfilled, the rule is obsolete, the rule promotes harmful competition, or if the rules are ineffective at their purposes.

Basically, this bill is a way to cut out potentially useless rules, regulations, and programs in order to make things smoother and save money.
