H.R.23 — National Windstorm Impact Reduction Act Reauthorization of 2015

The Gist

This bill will reauthorize the National Windstorm Impact Reduction Act of 2004 until 2017 and amend some of the provisions in it to ensure efficiency.

Summary

This bill would make the Director of the National Institute of Standards and Technology (NIST) to be the head of the program, giving NIST full responsibility; moreover, it would create more similar responsibilities for smaller agencies such as the National Science Foundation (NSF), the Federal Emergency Agency (FEMA), and the National Oceanic and Atmospheric Administration (NOAA).

While the NIST sees over the entire program and its operations, the NSF will research concerned economic and social factors, and FEMA will promote windstorm safety and preparedness and be ready when disasters strike.
