I am not a panelist, but I was encouraged to take place in these discussions. The bill would have tremendous impact.
Basically, it allows courts to lower the mandatory minimum sentencing of several crimes including high-level first-time and low-level repeat drug offenses, as well as non-violent firearm offenses. It is especially beneficial to juveniles and offenders that are remorseful or cooperative and otherwise good people. It also creates new sentencing guidelines for violent crimes and acts of terrorism to ensure that these types of criminals do not get out of prison easily or quickly.
The main impact that it would have is simple: less non-violent offenders in jail. It would allow more gray-area and per-case-sentencing, instead of the common black and white blanket of heavy mandatory minimums.
