I do see that in California, the average is higher. In say, New York, it is as well. I was stating a national average. I do agree that reforming prison should be for more than the potential savings, but I will say that I believe the money issue is an important one. I also agree about what you said as far as support through education, jobs, and mental health. In fact, one of the points outline in our summary of H.R.3713 is about the bill’s plan to create more activities and programs for prisoners including education, jobs, and mental health.
