I’m not sure where you are getting your information, but locally, Tulsi Gabbard voiced support for a special prosecutor months ago during a town hall Q & A. She reiterated her support for a special prosecutor in a Facebook post, then later on twitter. There’s no ambiguity in her statements.

I feel you should retract these false claims or forever be marked as a purveyor of fake news and hyperbole.
