It couldn’t be confirmed, and only became newsworthy after it was included in the intelligence report.

Because unconfirmed rumors in and of themselves aren’t newsworthy.

But when they’re a part of a leaked intelligence report they become publishable, solely because the intelligence community briefed the President/President-Elect on them.
