Totally understand bristling at that “most to gain” bit. Another thought that occurred to me is that simply having more of a social safety net would undercut the myth of meritocracy, and hopefully help undercut the 4chan phenomenon as well. And maybe instill more of a sense of the nation as a supportive community, though that’s a big stretch.
