One way to fix the phone-number-rerouting breach is to let the user pay a little extra for more security, by having all efforts to reroute the phone number sent to a well-trained security specialist, who will not make a mistake. Rerouting doesn’t happen very often, so the fee for the service can be small.

This won’t fix the SS7 problem, however.
