Government exists to give power to the weak, and human-beings are rather weak creatures. Libertarians tend to look at society as a collection of individuals working toward “rational,” irrational self-interests and selfish, unconscious desires. They either refuse to believe or fail to comprehend due to cognitive dissonance that people can and do gather in groups working towards rational, collective interests to the benefit of their own and others around them. People are not just consumers blindly following our unconscious desires. We can be more than that, and that terrifies them.
