That people can read that document, and conclude that the author genuinely thinks “one-third of my colleagues are either biologically unsuited to do their jobs, or if not are exceptions and should be suspected of such until they can prove otherwise to each and every person’s satisfaction” speaks to a much deeper disease of thought than even the author was suggesting.

You are apparently incapable of honestly representing views you disagree with. That’s a problem that goes beyond mere disagreement of ideas. It’s indicative an entirely different concept of reality, and a severely flawed one. Its really quite stunning how effectively the response to this “manifesto” has proven its underlying point. You can’t even conceive of the idea that someone might think in entirely different ways, without them also being an alien monster that must be purged.

Case in point “ ‘…it has an entire section titled “de-emphasize empathy,’ as one of the proposed solutions.” *GASP* THE HORROR! How dare someone suggest that empathy is not always useful. That while it can sometimes be useful, it can sometimes be counter productive as well, and that we should be cautious not to rely on empathy alone to guide us. The idea that empathy and cold detachment both are useful and both have their place should not be a controversial perspective; however, for you it is apparently not just contentious but downright intolerable. And its exactly that myopic narrowmindedness that the author was addressing.
