If a server needs to read a huge CSV before serving requests, it may as well do so synchronously (and quickly).

This time you’re conflating single request performance and general server performance. Sure, if you do the sync version, the request will go faster (maybe by a order of magnitude or two even). But, all other requests will have to wait until the entire thing is parsed.
