Was Pharaoh Akhenaten so Cruel that he Forced Children to Build his City of Amarna?

Over the last decade, research has indicated that the great pyramids of Giza were not built by slaves but by workers who were well fed and well cared for. But perhaps not all pharaohs who commissioned building work were as kind. Excavations of a cemetery in Amarna revealed that many of the burials were of children and their bones indicated that they had undertaken hard labor, in some cases leading to their deaths. Did pharaoh Akhenaten really get children to work as slaves to build his glorious city of Amarna?
