They go to shop in the US, sure, though that fluctuates with the currency exchange rate and closeness to the border. Detroit is literally across the river from Windsor, so of course they’re going to cross a bridge to get some cheaper prices.
As for medicine… 1% of Canadians go abroad for health care. That’s hardly “en masse.”
