It’s rude for a man to take advantage of his VP title to use it to force a woman to pay attention to him. Maybe skirting illegality.
If a man’s attention to a woman in an unbalance-of-workplace-power situation is unwelcome then continuing with sexual innuendo or touching is just plain rude and offensive and makes people feel bad.
