Half of what you’ve written there makes me want to cringe, sorry. I think that all meets the criteria for “prejudicial” though perhaps I could have used the word capricious, open ended or insufficient. I had to choose one.

If, as you seem to be implying, the ETH intervention policy is one where the terms have not been predetermined then it is truly an abomination of justice.
