USAFA and Big Pharma Corruption
Introduction
Big Business bribery and Congressional kickbacks are as old as Kendal mint cake and beyond. In the USA, bribery is legal if called lobbying and kickbacks are legal if called subsidies; the lawyers do a great job at hiding the rest. The key to tracking the systemic government corruption is to follow the money. The Center for Responsive Politics’s OpenSecrets.org (TCRP) and Good Jobs First’s (GJF) subsidy tracker do a good job at networking the bribery and kickbacks, respectively. In 2018, the TCRP recorded bi-partisan bribes received of $12 million. (TCRP, 2018) GJF lists Colorado as having received $1.6 billion in kickbacks from their subsidy tracker. (Colorado Kickbacks, 2018) Big Business lobby group bribes Congressional politicians at the tune of millions of dollars per year in return for billions in taxpayer funded subsidies and lucrative government contracts; it’s public sector organized crime (PSOC) and business-to-government corruption (B2GC) to its corrupted core.
PSOC’s and B2GC’s systemic corruption like classified material is compartmentalized. If one wants to find B2GC then special duty assignments are great places to start because the big brass et al are the untouchables. Untouchables are above the law. The United States Air Force Academy (USAFA)Academy cadets come from mostly untouchable families and must be sponsored by a Congress person. USAFA is a special duty assignment because its mission is to train their future corruption collaborators. USAFA corruption started at the superintendent with stealing $300k in military funds to re-model his home kitchen and trickled down.
USAFA’s hospital system includes clinics throughout the area including at Peterson AFB and Space Command at NORAD. Every afternoon, keen observers may see a half dozen Big Pharma representatives (reps) catering to the doctors, nurses, and big brass. Big Pharma reps use a classic social psychological sales technique called foot-in-the-door whereby the sales reps offer a small bribe in hopes of exploiting reciprocity. According to the Uniform Code of Military Justice (UCMJ) article 134, Bribery and Graft, military personnel are strictly forbidden from trading corporate charity for corporate welfare, but there bribery and graft were in plain sight. However, as previously mentioned USAFA employs untouchables so no harm will come. The small Big Pharma bribes usually work as there are many branded drugs vs generics using military personnel as an unofficial clinical trial and beta testing.
Method
The sneaker-net is the most powerful network on planet Earth. Sneaker-net with water walker’s knowledge, skills, and abilities (KSAs) are a lethal whistleblowing combination. The E3 worked the small computer repair shop and the helpdesk. The E3’s favorite Remedy tickets were at the USAFA hospital because they had the prettiest ladies e.g. nurses, doctors, lab rats, and medical technicians. On several occasions, the E3 noticed there were Big Pharma reps catering ‘free’ lunches and giving away other free stuff; off-site, they’d host lavish parties for the brass e.g. high ranking doctors and nurses. The E3 had a talent for social engineering as well as listening while repairing hospital systems and even house sat for said doctors in the snoopers’ interest.
As a concerned taxpayer, the E3 asked the question to the surgeon general’s inspector general’s (IG) office, why the IG allows clear violations of the UCMJ throughout the military hospital systems? The E9 in charge of the surgeon general’s program replied to the E3 that healthcare business was above his pay grade, and the E3 should be an ostrich like all the others then return to work. That was the first day the E3 stopped serving his country and became a mercenary. Mercenaries work for money without regard for ethics.
The E3 decided to play amateur digital forensics investigator for future PSOC gigs. The E3 fingerprinted the USAFA’s drug network then exposed one government hospital system at a time. At USAFA, the E3 was in a unique position because the E3 had God mode rights as well as being able to freely venture into every building because of the techie badge. Back in the good ol days, nobody thought twice about the cyber technicians as long as they did their job and left. For example, the E3 worked for the Tiger Teams, cadet restore rooms, superintendent’s office, 10th ABW O6’s office, as well as all throughout the flight line and access to the athletic department’s beer stash. =)
The E3 setup Microsoft Exchange alerts for all officers employed at the USAFA hospitals and surrounding clinics with keywords to include parties, drugs, and a list of every Big Pharma representative’s corporation frequenting the USAFA hospital system. The E3 could read every email, change, and monitor all traffic using What’sUpGold and network admin privileges. The digital forensics investigator wasn’t concerned with chain of custody or preserving evidence, but in hindsight, it might have been useful blackmail. Chain of custody is a legal means for time-lining evidence. Blackmail is the only exploitable method against the USAFA untouchables because they owned the highly selective justice system. The E3 ended up giving all his research to the professional investigators, AFOSI when asked, and the AFOSI probably buried the report as good stewards of the untouchables.
Results
In an non-official exchange of prescription drugs for continued Big Pharma benefits. The brass all the way to the top of USAFA’s drug chain were complicit. The nurses and doctors even had carnal relations with the Big Pharma reps. The email alerts came by the hundreds. Fortunately, a professor at USAFA’s prep school taught me how to speed read with Evelyn Wood’s method, so the E3 could sort through the important emails from the garbage in minutes. In 2001, humans were the machine learning data miners. =)
The email traffic revealed backdoor deals in guaranteed prescriptions for the Big Pharma corporate reps that catered to the USAFA hospital systems. If a particular drug wasn’t being sold fast enough because the drug dealers had quotas to fulfill then the Big Pharma reps would send the doctors reminder emails to push their drugs. It was corrupted comedy reading at best and rampant B2GC/PSOC status quo at normal.
Off-the-shelf dragnet data dumps also revealed the drug dealers most frequent sales targets were the promiscuous doctors. The doctors targeted most dated enlisted, gambling, and strip club like proclivities. Untouchables are only swayed to change their opinion when blackmail was presented to them. For such smart people, they were clueless about computer networking capabilities and email because the Big Pharma reps as well as doctors and nurses shared way too much thereby exposing the whole PSOC and B2GC model.
Conclusion
As of 2014, the Big Pharma drug dealers and the hospitals brass are still complicit in B2GC/PSOC drug dealings. The now separated former E3 observed the same corruption as USAFA hospitals at Fort Jackson’s military hospital in the Carolinas. Doctors, nurses, and the military brass are humans that love to be pampered by the Big Pharma’s drug dealers. Exploitation cannot happen unless both sides agree to accept in the complicity.
Exposing B2GC/PSOC was a lesson in humility. The E3 learned the untouchables are in fact above the law. Punishments are light, if any. In 2001, the E3 performed various digital forensic functions without adhering to any protocols. AFOSI informed the E3 the data collection was illegally collected but thanked the E3 in the end. Shortly thereafter, the E3 got selected for special operations training at Hurlbert Field in information warfare then worked abroad going forward until 2011 when he quit. It was interesting because special operations command, SOCOM, also operates outside of the law. It does take criminal minded people to see the corruption for what it really is, government to Big Business status quo.
