This seems like a pretty big jump / conclusion. Yes, the report you cite points in this direction, and these are reasonable initial decisions to make as you scope out your project, but it’s not at all clear to me that the evidence for this direction is overwhelming, nor that the examples cited are directly applicable to the situation you are investigating. That is, to some extent, why you need to go investigate it.
