The purpose of this article, and others like it, is to turn progressives against Tulsi Gabbard by depicting her as Islamaphobic and pro-war. Given the support for her among progressives, I suspect this is intended to prevent her becoming a possible presidential hopeful. 
Furthermore, her sponsorship of the Stop Arming Terrorists Act has pissed off a lot of neocon Democrats, who are trying character assassination to bring her down. 
None of this is a surprise. The Democratic Party is a pro-war neocon party and quite willing to engage in dishonest, despicable tactics against their political enemies. 
What is shameful is that Jacobin would reduce themselves to publishing this garbage. It calls into question whether Jacobin is really a magazine on the left or only the Washington-friendly pretend left.
