History of the Formation of CISF
The Central Industrial Security Force (CISF) was formed in 1969 under an Act of the Parliament of India. It is a paramilitary force that functions under the Ministry of Home Affairs (MHA) and is responsible for security at various vital installations in the country.
The CISF came into existence after the 1967 Rann of Kutch incident when Pakistani troops infiltrated Indian territory disguised as shepherds. This led to a review of the security arrangements at vital installations in the country. The decision to raise a dedicated force for providing security at industrial units was taken following this incident.
The CISF was initially raised as a central government-armed police force with a strength of 5,000 personnel. It has since grown manifold and today, it is one of the largest paramilitary forces in the world with a strength of over 1.5 lakh personnel.
Roles, Responsibilities, and Mandate of CISF
The Central Industrial Security Force (CISF) is a central armed police force in India. It was set up under an Act of the Parliament of India on 15 June 1983 with a strength of 2,800 personnel. The CISF’s primary role is to provide security cover to 300 industrial units and other establishments located in difficult and sensitive areas across the country.
The CISF has grown steadily over the years and today it is one of the largest paramilitary forces in the world with a strength of over 1,50,000 personnel. The CISF is also mandated to provide security cover to major airports, seaports, Metro Rail networks, nuclear and space installations, heritage monuments, and other vital infrastructure facilities in the country. In recent years, the CISF has also been deployed for disaster management operations and for providing security at the Commonwealth Games held in Delhi in 2010.
The CISF is headed by a Director-General who reports directly to the Union Home Minister. The force is organized into seven sectors viz., Airports, Seaports, Metros, Nuclear Installations, LPG Bottling Plants & CNG Distribution Networks, Space Installations, and Heritage Sites & other Vital Infrastructure Facilities. Each sector is headed by an Inspector-General who commands a group of Deputy Inspector-Generals, Commandants, and Assistant Commandants.
