I lived on the island of Vieques, 9 miles off the eastern coast of Puerto Rico, and the last 12 months have been pretty shitty.

Maybe unforgiving is a better adjective to describe the better part of a year. Not just because of the effects of two, consecutive natural disasters, or the complete failure of both local and federal governments to ensure the successful return of basic services, but shitty because of the complete loss of control.
