Gerrymandering has nothing to do with racism or “oppression”. Its a political move to made elections noncompetitive in a district.

The idea of gerrymandering is completely neutral to WHO is being ‘marginalized’. In one district, whites neighborhoods might be sliced OUT so that the black communities guaranteed an black politician a un-contestable base; in another district right next door, the reverse could be true.
The process by itself has no “intent” to make specific groups count less. Its a shitty underhanded process — but not for the reasons you suggest. Its not a racial thing — its a scummy-anti-democratic thing. And its just as popular (if not more so) with urban black congressional representatives as it is with white rural ones. So its not like its used exclusively by ‘ruling classes’ to marginalize the poor or minorities, or whatever you’re suggesting.
