Costs do matter a lot, but I worry they can blind investors to total net returns. An emerging markets fund may have fees of 0.5% more than the US, yet expect a long term return of 3% above the US, as it’s a riskier fund. In that simplified case you’d expect 2.5% net of fees by including the international diversification. This is why I prefer Dimensional funds to Vanguard when I can get them.
