Why Is There No War Crimes Tribunal for Syria?

Between its unwillingness to sign on to the ICC and its current drone warfare policy, how much legitimacy does the US really have when it comes to advocating for rigorous international frameworks for dealing with war crimes? Is it possible that using its leverage to push for a ICTY-style tribunal would set a precedent that could make problems for the US later on down the line? If the UN moved to set up an ad hoc tribunal for ISIS, how do you think the US would respond?

PS Good piece — nice work.
