It’s crazy that this sounds so crazy.
I honestly can’t tell if it’s a plausible suggestion. Our politics today seems so transactional that all I can think is: how would a system like this be abused? How many objections to bills are actually substantive versus functioning as tools in a larger game, aimed at justifying obstructionism or holding votes hostage to try to extract concessions in another policy area?
