Numerous pets are abandoned and missing, but there is still a lack of integrated management systems. The Companion Pet Platform has been looking for social and institutional protection measures for pets. Korean government first implemented the animal registration system for dogs in 2008 and made it mandatory nationwide on January 1, 2014. People who raise pets must obtain a pet registration card when their adopted dog reaches the age of three months. However, more than 10 years after the introduction of the animal registration system, the actual animal registration rate is still unknown and is estimated to be less than 30%. The social problems of pets are serious in other countries, too. Pets abandoned after COVID-19 are emerging as a national problem in China and the United Kingdom.
