I guessing that the statistics about use are studies based on surveys of teens and young adults. I propose another possible reason for the numbers.

Due to the relativism that the Millennials have been brought up with, there is a possibility that use is the same, but the kids don’t define it as “use”, “drinking”, or “get high”.

“Have you used alcohol in the past week?”

No

(But in reality they did have two drinks but don’t view it as actual drinking or use.)

I work with dozens of them and have found that talking with them can be challenging due to them changing the meaning of words during discussions. It’s not lying to them, they honestly just don’t “feel” its using drugs and alcohol.
