I wonder if investing in cross-agency digital infrastructure first, and then opening data second, could help individual agencies mitigate some of the bad parts of a mosaic effect without losing most of the good parts. Right now, it seems agencies are largely expected to open their data and cross their fingers it won’t be able to be connected with other datasets to reveal information that should not have been released. Of course, you can never anticipate all the ways data could be used once it is published. But, maybe an individual agency could gain at least a little more certainty about releasing their data if they could use a well-crafted cross-agency digital infrastructure to see how their data might be linked with other agencies' opened data.
