I’m not using parental controls either. This is a very well-known Mac OS bug that occurs even for users that don’t use parental controls, with various workarounds available:
The only lasting fix is to totally delete the parentalcontrolsd executable. However, newer Mac OS versions seem to require people to jump through more hoops to delete system libraries.
I’ve never encountered something like this (a problem without a proper solution) on Windows nor on Linux.
