An important principle is not to reinvent the wheel. Talk to people running existing preprint servers: arXiv, bioRxiv, PeerJ and so on. You might find one of them interested in engaging directly, even if the field is different — publishing is changing and so there are a lot of dynamic peopel out there. Meanwhile, we should withdraw our labour, not just from Elsevier, but also from the other large publishing houses. Without our input (reviewing, editing, submissions) they crash. I have done this
