It’s not as rare as you think: see I have many shops taking the survey that truly TDD. TDD is growing at a fast rate, people are adopting it more and more, true disciplined TDD.

AllState just flipped their Dev team to an XP shop with the help of Pivotal Labs, and there are many, many stories like this out there and that keeps increasing. TDD works fine. You just need to practice it, have some mentoring on it, pair with those who know it, and you’ll start to get it right. TDD is about design and feedback loops early, not just having tests.
