Rules do not necessarily imply rulers. I like to refer to such rules as “constitutions”. These establish a base which keeps the purpose intact and apply equally to everyone. The consitution/rules for a marketplace are far simpler than for, say, a country. Each marketplace in history was based on rules (maybe only moral ones that were common) but the ones that flourished had rules that supported participation my any and all — or they failed.

I think a rule making body can be created that isn’t a ruler but maintains compliance with the basic rules. Take internet protocols as an example?

And, yes, given it is all down to human beings and their various social institutions, each constitution will finally be violated and a new revolution is needed. I like to this of these as emergent evolution. A very nature based phenomenon.
