Good points but you can also use the Performance Management System to force the issue and bring things to a head. If a public servant has signed a performance agreement to deliver xyz in one year, and despite resources to do it, he fails to do it, somebody will have a decision to make. The more often it happens, the sharper the choices become: scrap the Performance Management System or change the institutions. The PMS is one of our short cuts to institutional change.
