The only time Hillary Clinton served in elective office was as a US Senator representing New York. Senators have no authority (yet) to institute anything. She could and did offer legislation to provide for child care for low income mothers, but the Republicans blocked it.

Invanka Trump apparently believes that “instituting” anything you like is a power bestowed upon certain people, including Hillary Clinton and her father. Her statements on this matter demonstrate how woefully ignorant the Trumps are of how things are done (or not done) in our government, and underlines the fact that any Trump should not be allowed within 200 miles of the White House.
