“Cui bono.” “In Washington DC nothing is as it appears. Figure out who benefits from something that happens, and that’s actually who was behind it.” From my father’s training when he went to Washington DC to lead his company’s office on K Street, during the Carter administration.

The likelihood that the bitter argument of 40 years ago was based in science, rather than in advocacy of (economic) special interests, is quite low.
