“Sexual harassment” is a legal term. “Rape culture” is a sociological term to describe the incessant and persistent sexual deviance that has become acceptable in society. Sexual harassment is one category of deviance that builds rape culture. They are not the same thing, but they are not mutually exclusive.
Probably you don’t want to try to “school” someone who went to college for Sociology.
