I think it is a combination of a couple things:
- Price (as you mentioned). This deters a lot of people from investing in it. This is pretty normal for new technology though (early adopters pay top dollar, price goes down, mainstream audience follows suit).
- Very few opportunities for most people to try it. People can read about VR and watch videos on it but if they don’t have a chance to see it for themselves why would they care? There aren’t many demo stations, and companies like Oculus need to make them more widely available.
- No killer app yet.
