Organizations are systems and as such, require design. The architecture can be developed intentionally or it can occur accidentally. Intentional doesn’t insure success, but accidental makes it a lot harder to attain.
Being intentional means understanding motivations and incentives: “how are people likely to respond to their environment?” Not “how would I like them to respond?” nor “how do I hope they respond?”. Honest appraisal of the incentives, particularly the perverse ones, is the first step in designing (growing?) an optimal social system.
