Issues of race aside (and they are certainly important here), I think a lot of these folks just have an aversion to what they view as rewarding bad behavior; they want to impose punishment, even if that is not the best way to solve the problem they feel like punishing people for. The truth is, mental health, education, and jobs programs *would* probably do a world of good in these areas, but people would rather see the immediate result of the concrete barricade keeping the “bad guys” fenced in than the years-later effects of beneficial social programs turning improving lives and making violence far less desirable an option for most people in these areas.
