I think that number of laws passed is a bad indicator of the effectiveness of Congress. Though part of this is because over the years Congress has ceded power to both the executive and judicial branches. The legislative branch is supposed to be our strongest branch because it is the most accountable to the people. Today it is the weakest branch.
The vast majority of our laws and regulations are implemented by departments which fall under the executive branch by people who were never elected and are therefor unaccountable to voters.
It really shouldn’t be that way.
