Agenda for tonight’s meeting of the NEC-imposed 19-member steering committee to decide the future of Brighton, Hove and District Labour Party

Below is the agenda from Louise Magee, the Labour Party’s regional director — and the initial email appointing people to the NEC-imposed 19-member steering committee.

I have had a number of questions about the Steering Committee and I thought it was helpful to circulate this information as I hope it will help answer everyone’s questions. Please also find an agenda for the meeting below.

The remit of the steering group is to administer the division of the current Brighton District Labour Party into three new CLPs. This includes the division of assets, including money and any buildings, between the three CLPs, and the employment of current staff. The steering committee will also be responsible for deciding on the initial structure of the new CLPs and the LCF within the Labour Party rules and model standing orders, and to agree a timetable for the initial meetings of the CLP and the AGMs. It is a desire of the NEC that the finances are divided and the new CLPs are up and running in January 2017.

Vince Maple will chair the committee and I will be secretary. All members of the Steering Committee have voting rights, except for me as Regional Director, I will be there to facilitate and advice on party rules but won’t have a vote in any decisions. The two Regional Board members have agreed to continue on the steering committee as long as is necessary and their membership of the committee won’t change following Regional Conference.

I haven’t set any future meetings as I thought that follow up action and any need for future meetings should be determined by the committee.

Dear Colleagues,

As you may well be aware the NEC disputes panel met on 18 October and discussed the future of Brighton and Hove District Labour Party. At that meeting they agreed that Brighton and Hove Labour party should be organised along constituency boundaries, in the same way the majority of local Labour Parties are organised. This means dividing the current party into three new CLPs.

It was agreed that a steering committee put together by the Regional Office would meet to administer the splitting of the constituencies including any assets, the constituting of the three new CLPs and a new LCF. It was agreed that the steering committee should comprise of members of the current Brighton Exec, members elected at the void AGM, the MP, Labour group leader and members of the Regional Board. It was also suggested that each of those CLPs should be enabled to meet soon, before they have their first AGM.

I am emailing you because you are invited to be on the steering committee. Please note that your participation is not compulsory, and you can choose to not be involved if you would rather not be.

I am keen that we can meet as soon as possible so we can make progress.

The first meeting of the committee will be November 15th at 7:30pm in the Brighthelm Centre, North Road, Brighton, East Sussex BN1 1YD.
