Our tax system is based on level of income, which is reduced by deductions the government thinks are beneficial to the country, and tax reductions if certain expenses get too high, as in medical costs as percentage of your total. Below a certain threshold you pay no tax on your income. That is the quick and dirty, and not terribly exact explanation of a 10,000 plus page tax code.
