What I find curiously missing in this discussion is MANAGEMENT. There seems to be an assumption here that all these ‘engineers’ and techs cans manage themselves and are always working on the right items to meet an objective. Seems to me management is about keeping people directed toward those goals and the further they are from the person the harder they are to manage, which has been proven over and over, especially on the first line supervisory level.
