In those days, human beings had a very deep mental connection to GOD, and out of this spiritual connection came the understanding, not in the fear of being punished, but in the sense of submission to the will of someone you love.
I believe there are two types of awe: the awe of exaltation and the awe of punishment. The fear of punishment prevents believers from committing sins.
A person who fears reverence and observance of the commandments and therefore avoids transgressions because he/she believes that if he/she is “righteous,” GOD will reward him, and if not, send him to hell on three flames.
The awe of exaltation, on the other hand, is related to the love of GOD. One is afraid of sinning not because he is afraid of punishment, but because one doesn’t want to disappoint GOD or to negatively impact the world. The awe of exaltation stems from love.
