An abortion is a medical procedure. Anyone undergoing a medical procedure should be fully informed and take time to consider the possible risks. If a woman is sure this is what she wants to do then taking an extra 18–72 hours and being informed by the clinic staff of the possible risks, what will happen during the procedure, aftercare etc will be little inconvenience to her and have little affect on the clinic itself as I would imagine any physician performing an abortion would want to know he is doing so on a woman who understands what she is doing, that she has the right to not be coerced, that her pregnancy is or is not viable (all things many states require the woman to know now).

In Utah, the counseling is waived if the pregnancy is the result of rape or incest or the patient is younger than 15. In Alabama, the counseling requirement is waived in cases of ectopic pregnancy or severe fetal impairment and in Georgia and Rhode Island it is waived in cases of medical emergency.
