The Algorithm for Change competition is offering $1.5 million — Change-minded investors have been slow to back solutions to overcome barriers to higher education in the US, despite soaring student debt and race- and income-based disparities in attaining degrees. The Algorithm for Change competition, hosted by NYU and Techstars, is offering $1.5 million to startups using artificial intelligence, machine learning, and virtual and augmented reality to improve access and achievement for low income, minority and first-generation students.

DC seeds affordable housing preservation funds

Capital Impact Partners and Local Initiatives Support Corp. will manage the funds — There are only 44 affordable rental units for every 100 extremely low income families in the District of Columbia. The District is seeding two affordable housing preservation funds with $5 million each. Capital Impact Partners and Local Initiatives Support Corp. will manage the funds. They’re looking to buy multi-family buildings where at least half the units are affordable to families earning up to 80% of median family income. “The fund managers will allow us to move more nimbly and quickly to acquire properties that we want to preserve as affordable housing,” said Polly Donaldson, of the district’s Department of Housing and Community Development.

IFC and Amundi raise $1.4 billion to buy emerging markets green bonds

The fund, now called Amundi Planet–Emerging Green One, launched last year — The fund will invest in green bonds issued by emerging market financial institutions. Mexico and India are among the top 10 green bond issuers, but activity in other emerging markets is low. France, the US and China account for most of the $155.5 billion total green bond issues through December 2017.
