If the real estate market busts, you may have a fleeting opportunity for reform but the reforms need to be well discussed and well understood beforehand.

When the crisis hits, the focus likely be on staunching the bleeding (bailing out the banks) but perhaps taking action to prevent another crisis will make it to the agenda.
