Whilst I understand that the intention behind this is nothing short of admirable — I fear that the part of me which is a sceptical privacy advocate, and probably others too, would balk at the idea of a national database containing the sexuality of everyone. 
The furore surrounding the binned-off introduction of National Identity cards may be a bellwether reaction from the public — although in these times, I imagine that a vociferous minority would in fact welcome such a database.
